Job Description
DTS seeks a highly skilled and innovative Cable Administrator to manage the Cable Office of the Montgomery County Government. The Cable Administrator will report to the Chief Information Officer (CIO).
This position is responsible for the administration of the Cable Communications operations for Montgomery County. This includes: responsibility to negotiate and administer cable, and other telecom franchises; cable communications system management involving system planning, development and utilization of the cable communications network, and regulatory oversight and monitoring of the cable franchisee companies’ performance; development and oversight of the annual budget which supports the County’s cable and telecommunications activities, including thirteen Public, Educational and Government (PEG) channels, the institutional network and special projects; oversight of the County’s tower coordination process and Chair of the Transmission Facilities Coordinating Group (Tower Committee), an interagency working group which recommends sites for wireless facilities in the County; and oversight of the operation of the County’s government cable access channel and PEG activities.
The work involves oversight of the design, development, and implementation/operation of cable communications which is rapidly evolving due to new and changing technology and regulatory climates. The work of this position has a substantial effect on County-wide operations and the community by virtue of the incumbent’s role in continued successful operation of the cable communications network.
In the County’s FY08 Cable Communications Plan, the Cable Office has the use of fund resources totaling $16,675,000. The Cable Administrator is a senior manager in DTS and advises the CIO, County Executive and staff and the County Council and staff on matters related to the functions of the Cable Office and the Cable/Communications industry. The personnel complement managed by the Cable Administrator consists of 8 County employees, as well as contractors and professional consultants (e.g. attorneys). As a manager/supervisor of unionized employees, this position has a responsibility for fostering a positive labor relations environment based on mutual trust, respect, and cooperation.

Minimum Qualification Experience/Licensure/Certification
Graduation from an accredited college or university with a Bachelor’s Degree, and seven (7) years of progressively responsible professional experience and leadership in cable policy and operations, three (3) years of which were in a supervisory or executive capacity.
An equivalent combination of education and experience may be substituted.

Responsibilities:
1. Monitor facility use to insure safe and efficient utilization of Public Access assets and to insure adherence to standard practices, policies, and rules.
2. Teach workshops in Studio Production and Editing.
3. Make adjustments to production equipment as required for a specific production.
4. Troubleshoot equipment and make minor adjustments and repairs.
5. Assist in general upkeep of facility.
6. Maintain relationships with the public, producers, and users.
7. Participate in any in-house productions.
8. Support playback operations by ingesting programs, loading decks, and troubleshooting.
Qualifications:
1. Bachelor’s degree in Television Production, or Related Field.
2. Minimum of two years experience in television production.
3. Experience with Television Studio Equipment and NLE Editing (Final Cut Pro preferred).
4. General computer knowledge.
5. Ability to work with a diverse group of people.
6. Ability to work evenings and Saturdays.
Compensation:
$22,000 to $26,000 plus benefits package including paid vacation, sick leave, health, dental and life insurance and 401(K) plan.

The Provo City Media Services Division is recruiting for a Program Producer. This is an excellent opportunity to gain experience working in media services.
Essential Duties: The individual appointed to this position will be required to do the following: perform a variety of audio and video production activities, as well as write, tape and edit video programs in a variety of lengths and formats; produce and direct live multi-camera television productions on remote locations and in the studio; respond to questions and the needs of citizens and departmental users; seek out and recommend new production; recommend weekly schedule; process program inquiries and requests; develop and recommend promotional materials (i.e. news releases, TV guides, bulletin board announcements, etc.); assist in getting weekly program schedules on bulletin board; copy and edit recordings; verify technical quality of recordings and distribute as directed; recommend service improvements, changes, and upgrades; and maintain record of calls and contacts. Additionally, employee will be required to assist other department staff members as needed and perform other related duties as required.
Minimum Requirements: Bona fide student in an undergraduate or graduate program in communications, broadcasting, public relations, or a closely related field or be a graduate of such a program.
Hours: Approximately 15 to 20 hours per week. Flexible–will require evening work.
Wage: $9.00 to $12.00 per hour, depending on skill level and experience. Payment will be made by direct deposit.
